Federal Policy Manager, Food & Agriculture

Location: Washington, DC

The Federal Policy Manager or Senior Manager will develop and oversee federal advocacy strategy to develop and promote policy positions based on the Breakthrough Institute’s research and analysis on food and agriculture. This is a full-time position based in our Washington, DC office. The position will supervise 1-2 other staff.

Key Responsibilities

  • Manage the development of advocacy documents such as sign-on letters.

  • Strategize and plan policymaker education & advocacy events such as fly-ins and Congressional briefings.

  • Identify and assess bills, administrative processes, and other policy opportunities to engage with.

  • Lead coordination and communication with government affairs consultants.

  • Expand federal policy coalition work, assess opportunities to join or create coalitions, and represent Breakthrough and Breakthrough’s interests in coalitions.

  • Oversee development of appropriations requests and outreach to stakeholders and Members of Congress about requests.

Required Qualifications:

  • Bachelor’s degree in public policy, political science, environmental studies, or another relevant field

  • 4+ years of experience communicating with federal or state policymakers about legislation and policy priorities

  • A deep and nuanced understanding of federal agricultural policy and politics

  • Demonstrated experience researching and critically evaluating information and compiling it into reports with recommendations for action

Preferred Qualifications:

  • 6+ years of state or federal government affairs/advocacy experience

  • 1+ year experience analyzing, advocating for, or developing federal agricultural policy

  • Experience working in Congress or at the USDA

Job Conditions:

Employees are required to report to the office on Mondays, Wednesdays, and Fridays and may choose to work from home on Tuesdays and Thursdays. Additional hours may be required to meet deadlines. Some travel and evening time may be required depending on events, invitations, presentations, meetings, and other job-related work outside of the office.
