RELEASE: Breakthrough Institute Proudly Supports the Bipartisan American Affordability and Jobs Act of 2026

Washington, D.C., September 30, 2026 — The Breakthrough Institute is proud to support the Bipartisan American Affordability and Jobs Act of 2026, led by a bipartisan group of Senators including Shelley Moore Capito (R-WV), Sheldon Whitehouse (D-RI), Mike Lee (R-UT), and Martin Heinrich (D-NM).

The proposed text provides greater permitting certainty, reforms judicial review under the National Environmental Policy Act, improves Clean Water Act Section 401 implementation, and creates a credible path for regional and interregional transmission. It will also modernize National Historic Preservation Act reviews and provide a clearer path for timely decisions. The bill does all of this consistent with environmental, climate, and historic preservation values.
