Director, Environmental Regulatory Reform

Marc Levitt is Director of Environmental Regulatory Reform at the Breakthrough Institute, where he leads efforts to modernize the regulatory systems that govern environmental oversight, infrastructure permitting, and clean energy deployment.

Marc brings two decades of experience in climate and environmental policy. Prior to joining Breakthrough, he served in senior roles at the U.S. Environmental Protection Agency, including in the Office of Air and Radiation, where he led internal teams and helped implement landmark provisions of the Inflation Reduction Act. He oversaw complex regulatory and permitting initiatives across sectors. His expertise spans lifecycle greenhouse gas analysis, NEPA, the Clean Air Act, environmental permitting, tax credits, hydrogen, methane, renewable natural gas, and electricity generation.

Marc brings deep expertise in statutory interpretation and environmental law, grounded in practical experience overseeing regulatory implementation for clean energy and infrastructure projects at the federal level.

He holds a J.D. from Georgetown University Law Center and a B.A. from Brown University, and is a Fulbright Scholar. He is settled in Washington, DC with his family. Outside of work, he enjoys audiobooks and has a deep affection for Berlin—and thinks often of Das Schlawinchen in Neukölln.
