Washington, D.C. — December 18, 2025 — The Breakthrough Institute congratulates Chairman Bruce Westerman and the House Natural Resources Committee on final passage of the Standardizing Permitting and Expediting Economic Development (SPEED) Act (H.R.4776) out of the U.S. House of Representatives. We need to build again in America, and we need to do it fast and at scale. The SPEED Act takes this need seriously and signals that a bipartisan coalition exists to tame the litigation and delay machine that NEPA has become. We hope the Senate builds on this momentum with a NEPA overhaul that improves public engagement and narrows judicial review while preserving agency incentives to conduct efficient and reliable reviews. The matter of permitting certainty has also emerged as a crucial sticking point in congressional negotiations. The Breakthrough Institute looks forward to working with our allies to shape companion legislation in the Senate and ultimately passing ambitious, meaningful permitting reform in the 119th Congress.
