Shawn Regan is a research fellow and the director of publications at the Property and Environment Research Center (PERC), a nonprofit institute dedicated to exploring market-based solutions to environmental issues. He holds an MS in Applied Economics from Montana State University and degrees in economics and environmental science from Berry College. His articles have appeared in the Wall Street Journal, Quartz, High Country News, National Review, Reason, and Regulation.
